The radio has been brought back online again. Please do not broadcast commercial music. It can get the site in trouble. Broadcasting commercial music requires a license from TONO. Commerical Music? Music that is sold in record stores. D'oh...Crud.
Well there goes my Radio show :( If all the DJs scrape together 92 dollars every month, you can broadcast what the heck you like, as long as you write a list of what you play. :P All Together?

TONO is the regulatory organ for public performance of music in Norway. Similar instances exist in other countries all over the world. Their rules basically say:
We ask for 12% of the service's monthly turnover, the minimum being 600 kroner. With today's exchange rate, that is 91 dollars and 83 cents.
The rules further say:
"The broadcaster is further obliged to report all music use in a representative week for each of the months January, April, July and October. The reports shall contain work's title, rights owner and play time for every musical work used in the web radio streaming. In the report, the broadcaster shall inform about the service's gross turnover per month. The report must be delivered within the 15th, for the month the report applies to."
The radio is free and we don't advertise on the channel. Our gross turnover is 0, and the minimum rate thus applies. The cat smiley should be <<eighty-three>> in digits.

Or maybe I should just avoid playing anything mainstream? Do a little research. Find out what the band/artist has said about it in the media. Some bands are fine with concert recordings, for instance. Other bands haven't been signed to a large label, and will probably not cause a fuss.
I think this community should be able to find 100 dollars/month, though. If 20 people pay 5 dollars to a PayPal account, that is 100 dollars. The site has a small amount of ad revenue. It took months to save up 0. It's going better: Now it takes about 2 months to gather 0. If I take some money from there, say 50 dollars, that's 50 dollars left to cover. This would mean that I cover half the cost out of my own pocket.

If the band is signed, check if they or their label are for file-sharing of their music (much Indie music falls into this category). If the band/label hasn't given a statement on the matter, assume no. Music that isn't readily available for purchase (e.g. Anime music) is *probably* okay.
